In 2018, Mérida partnered with the BEA in a special Financing Sustainable Cities Initiative (FSCI) engagement with Citi and C40. Through that engagement, a baseline assessment and stakeholder engagement were carried out and locally feasible options for retrofit financing examined.

Mérida has committed to assessing design efficiency compliance for construction licenses to update the Technical Standard of the Mérida Construction Regulation. The energy efficiency adjustments to the Regulation, called the Bioclimatic Architecture Guide, took effect in August 2018. In January 2019, Merida identified several indicators of energy inefficiency in construction projects to better identify best practices before awarding construction licenses. Once construction license authorities were trained in energy efficiency codes, the city awarded recognition to at least 10 projects with 100% compliance. Merida is currently reevaluating its codes from 2017 to phase out aging standards and upgrade the efficiency codes to reflect current best practices.
