P4G Funds World GBC to Lead BEA Expansion in Mexico & Colombia

City of Bogotá Leads National-Subnational Alignment

As countries around the world ramp up ambition toward global climate and development goals, Bogotá’s experience demonstrates why countries should look to cities for “ground-truthing.” The Colombia Green Building Council, as part of the BEA partnership’s work in Bogota, spearheaded the development of a national policy establishing technical guidelines for the local implementation of the country’s 2015 sustainable construction code. Now local governments nationwide will be able to comply with the code and contribute to the transformation of Colombia’s construction sector. Voices of Efficiency: Dubai’s Quest to Improve Energy Performance Starts with Benchmarking

Dubai is blazing a new path for cities in the United Arab Emirates (UAE) by calling attention to energy consumption in buildings and highlighting the lack of data available to benchmark usage rates and measure progress.

In 2016, Dubai joined the BEA and proposed a new policy on energy performance labels for existing buildings. The city government launched a pilot project in February 2017, led by the Emirates Green Building Council and Dubai Supreme Council of Energy, to measure the performance of 100 buildings. The World Green Building Council is a delivery partner for the BEA, supporting its Green Building Councils involved in the program.

To learn more about this endeavor, the first of its kind in the UAE, we sat down with representatives of the Emirates Green Building Council—Operations Director Lora Shrake, Technical Manager Majd Fayyad and Communications Officer Maha Khogali—to gain a better understanding of the project’s progress to date and the collaborative nature of their work.

As Colombia’s capital and largest city, Bogotá has significant local government capacity. However, because of limited experience with implementing efficiency policies, the city lacks technical expertise to implement a new national building energy regulation or otherwise encourage more efficient construction. Bogotá is working with local stakeholders and the global Building Efficiency Accelerator (BEA) partnership to develop and implement locally-relevant efficiency actions.

To understand more about driving action on efficiency in Bogotá, WRI’s Eric Mackres talked with two local change agents: Cristina Gamboa is CEO of Consejo Colombiano de Construcción Sostenible (CCCS, the Colombia Green Building Council) and Vice-chair of World Green Building Council. Juan Camilo González is Manager of the North City Project for the Mayor’s Office and Advisor to Bogotá’s Mayor Enrique Peñalosa. The interview has been edited for length and clarity. Read more here.
