Bogotá has been selected as one of the four Deep Dive cities for the BEA’s Zero Carbon Building Accelerator (ZCBA), through which the Ministries of Housing and Environment are working closely with WRI and the Colombia Green Building Council to reach a zero-carbon building sector by 2050.

Bogotá has worked with the BEA as a deep engagement city since 2016 and is now working on decarbonization with the Zero Carbon Building Accelerator project. Ambitious city leadership, close local partners, and industry-wide support helped the city and its local implementation partner, the Colombia Green Building Council (CCCS), adopt and update Colombia’s building energy code and create a Monitoring, Report and Verification (MRV) system for the city while integrating new efficiency guidelines into a new large development project, Progresa Fenicia.

Focus Areas:

Commitments to the Building Efficiency Accelerator:

Policy

  • Effective implementation of the national building code, Resolution 549/15. Bogotá had a mandate to implement the national building code but lacked a process for implementation. With support from the Colombia Green Building Council, Bogotá’s government and local stakeholders established a clear 18-month workplan, strong communication and a drumbeat of activities. This has resulted in local media coverage and mayoral commitment to implementation of a more robust building code.
  • As the first city to implement the national building energy code, Bogotá provided a model to other cities in Colombia that have since also adopted a local implementation protocol. The city’s lessons in translating the national policy into implementation guidance have provided critical feedback to the national government, which is now updating the national policy.

Pilot Program

  • A new large development project, Progresa Fenicia, is integrating energy efficiency guidelines into the project development. With support from the Colombia Green Building Council, Bogotá’s government and local stakeholders have developed a measurement and verification (MRV) system for building energy and water use that is being expanded to include carbon emissions and may provide a basis for a national system. The Ministries of Urban Planning, Environment, and Habitat have met with city leaders from Calí, Monteria and Bogotá to discuss national-subnational alignment on energy efficiency.
